Setting Walking Speed For Yourself

Changing your walking speed is very easy. Simply use the speed command while walking (not flying):
/speed <1-5>

Setting Walking Speed For Another Player

Changing the walking speed of another player is very similar. Just add the player's name as the first argument to the command:
/speed <player> <1-5>
